Restructuring Detention Facilities, and Prisons, may become necessary because of systemic problems. Though some aspects of the facility may operate at an acceptable level, all systems can be improved and rehabilitated with a carefully orchestrated plan. Here is an example of the Administrative/Executive retooling. “For the purposes of this plan, Administration refers to Lieutenants, Captains, Majors, Wardens and Jail Administrators. The overall responsibility for the operation of the facility will rest under the control of the administration. Therefore, administrative staff will be responsible for all operations of the facility and will be held accountable for failure to do so. Administrators will be responsible for all movement, inmate treatment, inmate recreation, diet, supplemental services, etc. Administrators will also be responsible for all officers, security of the facility, ensuring appropriate communication, employee work ethic, all entry points and check points, ensuring that appropriate documentation occurs, and all other duties not mentioned or explained in this document. Administrators will be responsible for carrying training forms; to be used as necessary for all staff, including themselves, and will be expected to use them as deemed appropriate to do so. For example, if an inmate is discovered in a location that has not been approved or known, the administrator will be expected to ensure that training has occurred, because of this discovery, those responsible, and those that should have been responsible, should be trained. One note to remember, training does not take the place of discipline. So, disciplinary actions should be implemented in accordance with policy and procedures for the facility. Administrators are recommended to spend 25% of their time, in the locations where their officers, supervisors, and inmates are. Administrators will be recommended to frequent every populated area of the facility consistently and continually.” Each situation and need are unique to each facility, though some will be similar. The plan is adjusted based on need and level of need for specific facilities. As per classroom training, the plan becomes the training tool by which universally accepted practices are utilized.
