He is also one of the founders of the Law Enforcement Training Commission (LETC), that was established to deliver training from a much broader perspective. Dr. Spencer has over 20 years of Elite Law Enforcement Instruction experience and has worked for a variety of law enforcement agencies including corrections. His expertise is recognized nationally, and his consultation has reached the doors of some of the most incredible agencies in the country. Known for his ability to turn-around agencies, by providing extremely rigorous training and consultation, which is required for improvement, he is not known to coddle, he is known to get it straight. He has worked with agencies that are doing well as well as with agencies under fire. As a former court appointed monitor of agencies, he has assisted agencies in effectively addressing significant issues such as Consent Decrees, and other mandates and orders handed down by the court, state regulators, and federal mandates. he has trained law enforcement personnel at every level ad his approach is all about excellence, thats why he is here, for the tough stuff. Dr.Spencer has developed and designed more 125 training courses. Dr. Spencer is regarded as one of the leading experts and critical thinkers in Law Enforcement.
A.C. Roper, founder and Chief Executive Officer of a leadership consulting LLC is a distinguished, transformative leader with influence extending from local grassroots community initiatives to pivotal national leadership roles. As a Citizen-Soldier, Roper made history in 2021 when he became the first African American in the history of the United States Army Reserve to ever achieve the rank of Lieutenant General, with three stars. He retired in 2024 as Deputy Commander, U.S. Northern Command, responsible for homeland defense and disaster support for civilian authorities. In this assignment, his command prepared and responded to threats against North America, including Russian Long Range Aviation, North Korean missile launches, the Chinese high altitude balloon and operations supporting over 80,000 Afghan evacuees.
In his civilian capacity, Roper has thirty-three years of law enforcement experience culminating with his 10 year tenure as the Chief of Police of the Birmingham Police Department. Roper has a Bachelor of Science, a Master of Science in Criminal Justice from the University of Alabama, and a Master of Strategic Studies from the U.S. Army War College. He is a graduate of the Federal Bureau of Investigation (FBI) National Academy, the FBI National Executive Institute and the FEMA Crisis Leadership Fellowship. He also attended the National Counter-Terrorism Fellowship in Israel and has studied executive leadership development at the John F. Kennedy School of Government at Harvard University.
David Elola is the Director of Statewide Training with the Tennessee Corrections Institute. He began his career in civilian law enforcement with the Dickson County Sheriff’s Office in 2011 and progressed
through the ranks ending his tenure as the Sergeant over Training and Security for their Corrections Division . David joined the TCI Team in 2020 as a Detention Facilities Specialist and was promoted to
Director of Statewide Training in September 2022. David graduated from Bethel University with a Bachelor’s of Science in Criminal Justice with highest
honors in 2018. He then graduated with his Master’s of Science in Criminal Justice with a focus in criminology with highest honors in 2019. David holds multiple master level instructor certifications,
technical and tactical instructor certifications, and professional certifications to enhance the training
that him and his team provide those within the State of Tennessee. David joined the Army Reserves as a Military Police Officer and graduated from the United States Army Military Police School in 2010. He has served in a variety of roles within the Military Police community and has deployed in support of Operation Enduring Freedom. David currently holds to rank of Sergeant First Class (Promotable) and is currently serving as the interim Operations Sergeant Major and Director of Instructor for the 2-100 the Military Police Battalion, a unit that provides instructors for the US Army’s Military Police Non-Commissioned Officer Academy and Military Police Basic Military Police and Military Corrections Academy. David is one of the less than one hundred Master Army Instructors in the history of the entire Army. David’s primary passion is advancing leadership initiatives across the state and the country. He is impassioned by sharing his knowledge and experience with others. He considers himself a lifelong student and enjoys learning what knowledge and experience others share. David lives in Bon Aqua, Tennessee with his wife and five children.

Retired Judge Mike Fields began his journey in criminal justice in 1985, as a soldier in the United States Army Reserves. Serving for eight years as a paralegal and receiving an Honorable discharge in 1993. While serving his Country, Mike attended SouthWest Texas State University in San Marcos where he obtained a Bachelor of Science in Criminal Justice, worked on his Masters in legal research and obtained a Juris Doctorate from St. Mary's School of Law.
Judge Fields continued to serve the community as Assistant District Attorney for Harris County District Attorney's Office, an Assistant Attorney General for the Texas Attorney General's Office and as a Criminal Defense Attorney in private practice.
Following private practice, Mike Fields was elected as a Republican to the bench of Harris County’s Criminal Court at Law No. 14 where he presided for twenty years. He has received numerous Judicial Service awards from multiple organizations, been considered a nationally recognized expert on Driving While Intoxicated law and has taught judges across the United States. Judge Fields remains active in the Houston community through multiple organizations and foundations.
Recently, Judge Fields ran in the Democratic party primary as a Candidate for Texas Sttorney General declaring himself "Avowed Centrist."
He has been married for 32 years and has two daughters.

Ms. Christy Vincent was hired as the state PREA Director for the Alabama Department
of Corrections in 2015. As the ADOC PREA Director, Mrs. Vincent oversees 26 state facilities and currently 8 county jails. She began her career as PREA Director with an extensive background in PREA, as well as the criminal justice system. She began her career working as a Correctional Officer with the Georgia Department of
Adult Corrections and then later moved to the Alabama Department of Juvenile Justice, where she worked as the PREA Compliance Manager/PREA Investigator for East Alabama Regional Detention Center. While working at EARDC, Mrs. Vincent worked hard to ensure that her agency was the first juvenile detention center in the State of Alabama to be audited for PREA
compliance and was found to be 100% compliant. In 2014, she volunteered to train and facilitate PREA guidelines to all 12 Alabama juvenile detention facilities, in which all have become PREA
compliant since 2014. Mrs. Vincent was a U.S. DOJ Certified PREA Compliance Auditor for both the adult and juvenile facilities from 2014-2021. She has audited adult and juvenile facilities in Alabama, Arkansas, and New Orleans. In 2022, Mrs. Vincent established herself as an independent PREA consultant, for the sole purpose of training other facilities on how to become PREA compliant. She has consulted with state facilities across the nation to include
Georgia, Tennessee, Alabama, Arkansas, and New Orleans. Mrs. Vincent holds a Bachelor of Science degree in Sociology with a minor in Social and Criminal Justice from Ashford University; a Master of Science degree in Human Behavior with a Specialization in Theory of Addictive Behaviors from Capella University; a Master of Arts degree in Education with a certification in Family and Social Justice at Ashford University.
Tracy Dotson began his career as an Officer with KY Dept of Corrections in 1999. He was hired as an Officer at Louisville Metro Corrections in Louisville KY in January of 2000, graduating from their Basic Academy in March of that same year, while accumulating years of experience mastering the corrections system. This facility had a capacity of 1300 beds. In 2014 Mr. Dotson ran for and became the President of the Fraternal Order of Police, Louisville Metro Corrections - being a union shop for sworn staff and Louisville Metro Corrections FOP Lodge 77 - being the third largest FOP Lodge in the state of Kentucky. Mr. Dotson spent years fighting and negotiating for improved working conditions, pay, and benefits for his members. Dotson was elected to three consecutive terms as President, the only person to accomplish this feat in his Lodge's history. In 2017, Mr. Dotson was assigned to the department's training academy as Senior Training Instructor. Louisville Metro Corrections maintains a 13 week academy where recruits are drilled, trained, and instructed on a wide variety of mission essential subjects related to the Corrections field and general law enforcement duties, as Louisville Metro Corrections Officers are full time sworn peace officers in the state of Kentucky and are sworn in upon graduation of the academy. For six years Mr. Dotson lead instruction for multiple academies per year for relevant classes and phases of teaching, as well as mentorship. In 2023, Dotson's Chief awarded him the position of Operations Auditor of Louisville Metro Corrections, as well as the department's PREA Coordinator, the position he currently occupies.Throughout his 25 year Corrections career, Ofc Dotson has worked nearly every facet of Corrections and currently holds Instructor certifications in a wide range of fields such as PREA, CPR, defensive tactics, Verbal Judo, firearms, fatigue and mindfulness, and security auditing practices.
Leonia Carter currently works as a counselor for Ascension St. Thomas Hospital in Nashville Tennessee. . With more than 19 years as a Mental Health Therapist, she is our Mental Health Subject Matter Expert. Ms. Carter has worked in both, the public sector and the private sector; providing counseling for individuals with a variety of diagnoses, it's her positive attitude that carries the day. Currently, she is teaching the following courses for DTC: Surviving Life (Suicide Prevention), Sexual Victimology and Advocacy, Mental Health for Officers, and the Mentally-Ill Offender. She also has extensive experience in working with individuals suffer from medical and behavioral health issues/concerns. Her vast experience in several markets makes it easy for her to related to all people. Ms. carter is our link to the law enforcement community when it comes to mental health and the promotion of Mentally Healthy Work Environments. Mark Pendergrass is an Ordained Minister and accomplished professional. Mr. Pendergrass is also an extraordinary counselor and advocate for the men and women in law enforcement. His balanced approach to life has help hundreds, if not thousands of individuals improve in their total life, including myself (incredible)! As an Assistant Director at Bethel University, Mark helped to pave the way for many young men an women (Law Enforcement and Military) to earn their Bachelors and even Master's Degree in an effort to enhance their lives. Mr. Pendergrass also serves as a counselor for individuals in their end stages of their lives providing spiritual and brotherly/sisterly support for the individual (in care) and their families. Mr. Penderdergrass is not only well-educated, he is also well-versed and qualified to teach many of the courses we offer. He has developed a Module for us called, "Whole Balanced Life," this is extraordinary module. It's quite simple, if you follow the principles that he speak of, your life will be whole and balanced.
